The City of Glendale, California, has a strong eviction control ordinance.

While Glendale does not have rent control, and currently the landlord can raise your rent to whatever he or she wants, Glendale does protect its tenants by having a strong eviction control ordinance. Glendale's "Just Cause and Retaliatory Evictions" law was designed mainly to protect tenants from being evicted because they complained that their landlord was not making repairs.
